WHO IS HERE FIRST??

A completely historical event for Russian volleyball went almost unnoticed - 14 June 2019 year, the VFV Presidium approved the new Regulations of the public organization “All-Russian Volleyball Federation”. meanwhile, regulations – our volleyball constitution, the basic Law, which you have to live for more than one year. And there are many interesting innovations in this law.

for example, in addition to the usual payments on behalf of the clubs to the federation for participation in the Russian Championship - the annual application fee and payment for the registration of primary player licenses - a new type of payment has appeared, which is called “personalized application fee». ("Article 33.1. When completing an Application Form for its Teams, the Club annually pays a personal Application Fee to the VFW for each Player, included in the Team Application List").

The annual fee for a Super League player is: 200 thousand. rub. For a youth team player - 240 thousand. rub., for a player of the main national team - 300 thousand. rub. For players of the major league “A” and the Youth League, the rates are slightly lower, 100 and 75 thousand. rub. respectively. Generally, a serious amount of unforeseen expenses looms in club budgets.

But the trick is, that most of the funds, redistributed, will return to the clubs. Albeit in other proportions. Someone, perhaps, it will even work - just not this season, a little later. How? By introducing the concept of “Primary Club”. Club, being “primary” for the player, will receive from VFW 95 percent of this player's personal contribution, if he has a contract with another club. If the player plays for his “primary club”, then his personal contribution to the VFW will be only 5 percent of the total amount, what for a Super League player - 10 thousand. rub. And the collections, playing in their primary club, they can play for free.

The idea is clear? The VFW is thus trying to stimulate: a) clubs raising their own students, b) keeping these students in local clubs, in) bringing students to the level of national teams. Well, earn your five percent on this good deed, why not? Great idea! Although it is unlikely that a personal contribution can stop the process of outflow of players from conditionally “poor” clubs to absolutely rich ones. Well, at least compensates for some of the costs: five years of playing on the side – almost a million in the treasury of the native club!

All that remains is to understand, How is the concept of “primary club” defined for a specific player?.

Article 26 of the new VFW regulations will tell us about this.. “At the time of entry into force of these Regulations, the status of Primary Club for the player is obtained by the Club, to play for the Teams of which this Player is allowed". That is, the new regulations literally introduce a new era in Russian volleyball, resets the biographies of athletes - it turns out, that clubs, who brought up certain players, have nothing to do with them. Who has a contract with the volleyball player at the time the regulations come into force? (14-it's June 2019 of the year), he and mom. Ago, respectively, personal contribution, a kind of “maternity capital”.

for example, Viktor Poletaev’s primary club is Kuzbass, and not Zenit Kazan at all. A, allowable, Alexey Pluzhnikov – Gazprom-Yugra, where he didn’t even have time to really appear. "Yaroslavich" is the same, where Alexey was raised and spent almost his entire playing career, - a completely foreign team for him. Well, further down the list.

However, historical justice, if desired, can be restored. If two clubs and the player don't mind, primary club status can be transferred. Would anyone want to pay for a player at 200 thousand. per year instead, to receive for it 190? Pay or receive? maybe, there will be some other incentives, who will encourage such changes, a kind of “primary” market will open. We will see, will precedents arise.

In the meantime, those who seem to be the most affected are those, whom the introduction of a personal contribution, in theory, should have supported: poor clubs with a well-functioning own school, whose pupils scattered throughout the cities and villages. The same Nizhnevartovsk with Yaroslavl. Over time, perhaps, they will bring new players into orbit, and the situation will organically become more objective. But support will not hurt them here and now! Instead, others will receive money for their students.

by the way, as for training new players. The Regulations did not forget about the first coaches, which is nice. “When a volleyball player transfers from a sports school, The club pays compensation to the latter in the amount of 50 000 (fifty thousand) rubles, to 75 % from which payment may be made to the player’s personal trainer.”. A powerful incentive for developing professional athletes. 37 thousand 500 rubles “can be used for payment” for training a person, whose annual personal contribution will range from 100 to 300 thousand rubles, not to mention the cost of the professional contract itself.

Generally, the ideas in the new regulations are correct and necessary. It’s just that they haven’t been brought to their logical implementation, to the stage of effectiveness. Presidium of the VFW, of course, know better, what's the best way to love your homeland?, and volleyball - in particular. That's just, in my humble opinion, this love is one of those, where there is movement, but the result is in doubt.
